[fix] decoder: name sys is not defined -> import #248

The following .py programs have error.

kaldigstserver/decoder.py
kaldigstserver/decoder2.py

NameError: name 'sys' is not defined

That's why I created a patch to fix this.
If this error is my misunderstanding, please ignore it.
